Perhaps the nuclear notion occurred to David Ben-Gurion and friends in 1945, as they observed two atomic bombs dropped by the U.S. on the Empire of Japan (mostly civilian populations) to end WW II. In fact, the nuclear solution brought about an immediate surrender.
